Dubai did not become a magnet for global money by accident. A big part of the story was a simple, repeatable buying model: put down a fraction of the price on an off-plan home, let the city grow around it, and pay the balance years later, often after the property has risen in value. That model has now arrived in Abuja’s Central Business District, through a UAE developer, at Riverfront Residences.
This guide explains the investment case for Riverfront Residences Abuja: the new 30% deposit, balance-on-completion plan, how the same structure works in the UAE, what the numbers can look like for an investor, and the checks to make before you commit.
Why investors call it the “New Dubai” in Abuja
Riverfront Residences is being developed by ReportageMEH Development, the partnership between the UAE’s Reportage Group and MEH Realty, the team behind Reportage Tower in Victoria Island, Lagos. The masterplan reads like a Dubai waterfront community: six residential towers (Azure, Solara, Oasis, Nile, Zambezi and Gurara) and 46 townhouses arranged around a water body, canals, resort pools and landscaped gardens, on a 5.2-hectare site in the heart of the capital.
As AOP Homes put it in its market insight on Riverfront Residences, the “New Dubai in Abuja” idea is not a claim that Abuja has become Dubai overnight; it is about what international development experience, a strategic site and a proven payment model could add to the capital.

The 30% deposit, balance-on-completion plan explained
Under the Completion Plan, you secure your unit with a 30% deposit and pay the remaining 70% when the project is completed, scheduled in 38 months. There is no discount on this plan; what you are buying is time and leverage. For three years, your money at work is 30% of the price, while your exposure to any rise in value is on 100% of the property. And, exactly as in Dubai, you can resell or assign your unit before completion, so you can sell into a rising market and use the proceeds to clear the 70% balance.
How it compares with the other Riverfront plans
| Plan | What you pay | Best for |
|---|---|---|
| Pre-launch offer | 40% discount, pay in full over 3 months | Cash buyers who want the lowest entry price |
| Investor Plan | 30% discount, pay in full over 6 months | Cash buyers who need a little more time |
| Normal plans | 10% down = 5% off; 15% = 7.5% off; 20% = 10% off; 30% = 15% off | Buyers spreading payments with a smaller discount |
| Completion Plan | 30% deposit, balance on completion (38 months), no discount | Investors who want leverage and time |
The discounted plans reward buyers who can pay quickly: on the same studio, the 40% pre-launch offer brings the price to about US$91,500. The Completion Plan suits a different investor: someone who would rather commit less cash today and keep the rest working elsewhere until handover.

How the same model works in Dubai
In Dubai, buying off-plan with a staged payment plan is the mainstream way investors enter the market. Off-plan deals made up nearly 70% of all Dubai transactions in Q2 2025, according to Knight Frank, and 76% of residential deals in December 2025, according to ValuStrat. Developers routinely offer plans where a minority of the price is paid during construction and the balance at, or after, handover.
Two features make the model attractive to high-net-worth buyers:
- Leverage without a mortgage. A 30% to 40% commitment controls a whole unit, so any rise in value during construction accrues on the full price.
- An exit before the balance falls due. In Dubai, buyers can usually resell an off-plan unit once they have paid a minimum share of the price, typically 30% to 40%, with the developer’s no-objection certificate. The buyer can then use the sale proceeds to clear what is owed.
The timing has paid off for many. ValuStrat reports Dubai apartment values at 85% above post-pandemic levels and villas at 211% above by the end of 2025, with overall residential values up 19.8% in 2025 alone. Past performance in Dubai does not guarantee anything in Abuja, but it shows why investors look for the same structure in growing capitals.

What the numbers can look like for an investor
The power of the Completion Plan is in the arithmetic. Because you pay 30% now, every percentage point the property gains is multiplied relative to the cash you have put in. Here is an illustration for a studio at US$152,500, before costs, fees and exchange-rate movements:
| If the unit is worth this much more at completion | Value at completion | Gain | Gain as % of your 30% deposit (US$45,750) |
|---|---|---|---|
| +15% | US$175,375 | US$22,875 | 50% |
| +30% | US$198,250 | US$45,750 | 100% |
| +50% | US$228,750 | US$76,250 | 167% |
| +100% | US$305,000 | US$152,500 | 333% |
Illustration only, not a forecast. Values are in US dollars, the currency the developer prices in. Returns are before legal fees, any resale or transfer charges, taxes and currency conversion.
Read the table this way: if values in this part of Abuja rise by 30% over the build period, an investor on the Completion Plan could double the cash they put in. If the unit doubles in value, the gain is more than three times the deposit. Because you can resell or assign before completion, an investor can take that gain without ever paying the balance. The same leverage works in reverse if values stall, which is why the checks below matter.
For context, prime Phase 1 districts of Abuja such as Maitama, Asokoro and Wuse II have been reported to appreciate at around 8–12% a year, with rental yields in the region of 5–8% (Nigeria Housing Market, 2026). A new, master-planned waterfront address in the Central Business District, delivered by an international developer, is the kind of product that investors expect to outperform the general market, but no rate of growth is guaranteed.

Why Abuja’s Central Business District, and why now
- Location at the centre of power. About 3 minutes from the World Trade Center Abuja, 4 minutes from the Central Mosque and 11 minutes from the State House.
- Corporate demand. Major companies have taken space in the CBD, including Seplat’s move into World Trade Center Tower II (Estate Intel), adding to demand for quality homes nearby.
- Infrastructure spending. The FCT administration has pushed a programme of major road projects across the capital, which tends to lift values in well-connected districts.
- UAE capital is already here. Riverfront joins other Gulf-backed projects in Abuja, such as Centenary City, a sign that international developers see the capital as the next growth story.
- Priced in US dollars. For diaspora and dollar-earning investors, a dollar-denominated asset sidesteps naira depreciation. For naira earners, it means the naira cost of the balance can rise if the exchange rate moves.

Who the Completion Plan suits
A good fit if you…
- Want exposure to a whole unit for 30% of the price
- Have, or expect to have, funds for the balance in about three years
- Are comfortable holding through construction
- Earn in, or hold savings in, US dollars or another hard currency
Think twice if you…
- Would rely entirely on a resale to fund the balance and could not hold on if the market slows
- Earn only in naira and cannot absorb exchange-rate swings
- Need rental income straight away
- Can pay quickly; the 40% or 30% discount may serve you better

Checks before you pay
Off-plan property rewards patience, but it also carries risks that Dubai buyers are protected from by escrow laws. In Nigeria, the protection comes from your own due diligence. Before paying a deposit, make sure you:
- Verify the title to Plot 4549 and the development approvals at the FCT land registry, and check that the developer has the right to sell. Our guide on verifying title documents explains what to look for.
- Read the sales contract for the payment schedule, what happens if completion is delayed, and what happens if you miss the balance payment.
- Understand the resale and assignment process. Riverfront follows the Dubai model, so you can resell or assign your unit before completion. Get the developer’s consent procedure and any transfer fees in writing before you rely on an exit.
- Ask about the exchange-rate basis for paying in naira, and when the rate is fixed.
- Ask for construction progress updates and match payments to milestones where possible.
